i have to write an essay in my honors lit class saying which would i choose and why.

1. to have a strictly controlled government that is able to guarentee public safty, a good education, a strong economy, and virtually no crime at the expense of civil liberties.
OR
2. a less powerful government that can guarrantee none of these things, although it can guarrantee civil liberties.
